1-Congress would appoint a governor, secretary, and three judges to the Northwest Territory.
2-5,000 white men had to live in the territory before a legislature could be formed and a delegate chosen to send to Congress. This delegate could speak in Congress but could not vote.
3-When 60,000 people lived in an area of the territory, that area could apply to become a state. A constitution must then be written.
A group of 35 delegates met in Chillicothe to write the constitution. This was the final step in becoming a state. On March 1, 1803, Ohio became the 17th state. Edward Tiffin became the first governor and the first capital was located in Chillicothe.
